Are they for clearing/cleaning engine block waterways? Judging by the size of the worn teeth at one end, not a precision engineering tool.

No not for cleaning water passages and yes they are well worn and have limited if any use on modern cars.

They are a great help when dismantling some types of older engines

I have a vauge recollection of a similer looking tool being used to free up castings when goo or corossion had locked the casting to its mounting studs, inthis case the tool wall was thin sothat it could go over the stud and down the clearence hole. Also a thicker walled version used to cut down thesurface face when a stud had been over tightened and started to pullup the surface.

they are 3 different diameters 3/8" , 7/16" and 1/2"
