Ok I will give you that one ,you have the answer (more by luck than judgement)
It is in fact a Victorian tin opener from the late 1800s to early 1900s,it has a steel on the opposite end for knife sharpening.
I found it on eBay where it was listed as a specialist car tool (Peerless)

Well, I've enjoyed the hardware puzzles you've taken the time to set us but their sometimes impossible-to-guess uses does make me wonder just what else that old cardboard box in your shed might hold!
