Are they for clearing/cleaning engine block waterways? Judging by the size of the worn teeth at one end, not a precision engineering tool.

No not for cleaning water passages and yes they are well worn and have limited if any use on modern cars.

they are 3 different diameters 3/8" , 7/16" and 1/2"
